- The Council of Ministers is charged with directing and unifying the actions of ministers and chief administrators of various departments on matters of legislation and of management on the highest level of government administration, in conformity with the law.
- Ministers and chief administrators of various departments have voting rights in the State Council and the State Duma only if they are members of these institutions.
- Regulations, instructions and orders issued by the Council of Ministers, ministers and chief administrators of various departments, as well as other ordinances lawfully authorized, must not contradict laws.
- The Chairman of the Council of Ministers, ministers and chief administrators of various departments are accountable to the Sovereign Emperor for the general course of State administration. Each one of them is individually responsible for his actions and orders.
- For official misconduct in office, the Chairman of the Council of Ministers, ministers and chief administrators of various departments shall be held liable under the civil and criminal laws.
