2021-05-12 The Head of the House of Romanoff sent Greetings to the III International Historical and Legal Congress, “Legal Traditions in the Formation of the Russian State”

The Head of the Russian Imperial House, H.I.H. The Grand Duchess Maria of Russia, has sent greetings to the III International Historical and Legal Congress “Legal Traditions in the Formation of the Russian State,” which commemorates the 300th anniversary of the proclamation of the Russian Empire.

The Congress was hosted by the Institute of Legislation and Comparative Law, an institution of the Government of the Russian Federation, in cooperation with the Russian Academy of Sciences (RAS), the Institute of Russian History of the Russian Academy of Sciences, the Russian Historical Society, and the “History of Russia” Foundation.

 

It has become a tradition for the Head of the Imperial House of Russia to send Greetings to academic congresses organized by the Institute of Legislation and Comparative Law marking significant historical dates in the nation’s history. Similar Greetings from Her Imperial Highness were sent to the Institute’s previous congresses: “The Systematization of Legislation and the Dynamics of Sources of the Law in Historical Retrospective (Celebrating the 370th Anniversary of the Great Law Code),” in 2019; and “The Systematization of Legislation in the Fields of History and Law (Celebrating the 470th anniversary of the adoption of the Sudebnik of 1550),” in 2020.

 

The Director of the Chancellery of the Head of the Russian Imperial House, Dr. Alexander N. Zakatov, Associate Professor in the Department of History, Philosophy and Social Sciences at the Moscow State University of Geodesy and Cartography (formerly the Imperial Konstantinovsky Survey Institute), delivered a paper entitled “The Russian Imperial House of the Romanovs in Soviet Law.”

 

The paper was based on an analysis of the decree of the Council of People’s Commissars entitled “On the Confiscation of the Property of the Deposed Russian Emperor and Members of the Imperial House” of July 13, 1918, and on relevant clauses of the Constitutions of the RSFSR of 1918 (Art. 65) and 1924 (Art. 69). The paper shows that even the Communist regime, which was extremely hostile to monarchism in general and to the Russian Imperial House of Romanoff, subjecting its members to violent political repression and discrimination, did not deny its continued existence as a historical institution and did not try legally to declare it non-existent.

Greetings from the Head of the Russian Imperial House, H.I.H. The Grand Duchess Maria of Russia, to the organizers and participants of the III International Historical and Legal Congress “Legal Traditions in the Formation of the Russian State (Celebrating the 300th anniversary of the Proclamation of the Russian Empire),” at the Institute of Legislation and Comparative Law of the Government of the Russian Federation:

 

I am pleased to send greetings to the organizers and participants of the III International Historical and Legal Congress “Legal Traditions in the Formation of the Russian State (Celebrating the 300th anniversary of the Proclamation of the Russian Empire).”

 

It is gratifying to note the new tradition of an annual academic and research conference hosted by the Institute of Legislation and Comparative Law of the Government of the Russian Federation aimed at exploring legal issues in the context of the historical development of the Russian State. The broad range of issues discussed and the prominence of the participants taking part in those discussions are also very impressive. Without a doubt, the study of the development of the Russian state and how the Russian Empire was governed remain relevant and important topics today.

 

I, my son and heir, Grand Duke George of Russia, and his fiancée, Victoria Romanovna, congratulate you on the Bright Feast of the Resurrection of the Lord, and wish you all a successful Congress, good health, and God’s help in your efforts to improve our understanding of the law in Russian history and to strengthen the security of our homeland.
