Your archpastoral service in regions with very difficult conditions provides a constant and inspiring example of love for your flock, resilience in the face of trials, humility, and, at the same time, wise commitment to principles. I appreciate enormously your efforts to promote Orthodox missionary work, to expand the social and cultural activities of the Russian Orthodox Church, and to restore and renovate the holy churches that have been placed under your care.
In recognition of these efforts, I deem it fitting to award you the Imperial Order of St. Anna First Class.
